When an SDP is required
Conditions of rezoning, group housing approval, township establishment approval, and most General Residential and Business zonings.
What an SDP must include
Site layout to scale, all proposed buildings with floor areas and heights, access, parking and turning, stormwater, refuse, landscaping, internal services, fencing and signage.
Approval process
Lodge with the municipal planning department; circulated to engineering, environment, traffic and heritage; decision typically within 60-90 days.
What goes into an SDP - the full checklist
A municipally compliant Site Development Plan is not a sketch. Every SPLUMA-aligned council requires the same information set, drawn to scale (1:200 or 1:500), signed by a registered architect or town planner.
Mandatory elements: site boundaries with erf number and dimensions; existing and proposed buildings with footprints and floor counts; street and lateral building lines; coverage and FAR calculation; building heights in storeys and metres; vehicular and pedestrian access; parking layout meeting the scheme ratio; service yards, refuse rooms, fire access; landscaping and on-site stormwater management; existing and proposed services connections; locality map and north arrow.
Optional but strongly recommended for approval: 3D visualisation, shadow studies, traffic impact summary, neighbour interface treatment.
When an SDP is mandatory
An SDP is required at the building plan stage for any development above a single dwelling house, and at the land use application stage for every rezoning, consent use and subdivision over 2 dwelling units.
Cape Town, Joburg, Tshwane and eThekwini all require an SDP as part of the intake pack for: group housing, residential buildings (flats), retirement villages, business and commercial buildings, schools, places of worship and any consent use involving alterations.

Frequently asked questions
Is an SDP the same as a building plan?+
No. The SDP is the town planning layout. The building plan is the detailed construction drawing approved by building control.
How much does an SDP cost?+
Costs depend on lot size and complexity. Landlodz coordinates the SDP with the responsible architect or planner as part of the application fee published on the Landlodz pricing page.
Who signs an SDP?+
A registered architect (SACAP) or a registered town planner (SACPLAN). The signature is what makes the SDP legally acceptable to the council.
