SPLUMA s.16(1) · Lodged for you
Rezoning Application - Lodged by SACPLAN Planners
Rezoning changes the underlying zoning category of an erf - for example from Single Residential to General Business. It is the most complex SPLUMA application and the only route when the use you want is not allowed under the current zoning or by consent.
Landlodz drafts the motivation, coordinates subconsultants (traffic, services, heritage), runs public participation, lodges with the municipality and represents at the Municipal Planning Tribunal. One fixed Landlodz fee, paid as a 50% deposit before work begins and the balance on lodgement. Municipal application fees are paid by you directly to the municipality.
What we do
- Pre-application feasibility and review of the zoning certificate you obtain from the municipality
- Motivational report (SPLUMA s.42 development principles)
- Public participation and neighbour notification
- Subconsultant coordination (traffic, services, heritage, environmental)
- Lodgement with the municipal planning department
- Municipal Planning Tribunal representation
How it works
- 01Free consult. Confirm rezoning is the right route - sometimes a departure or consent use will do.
- 02Feasibility. Review of the zoning certificate (which you request from the municipality), title deed, overlays and services check.
- 03Drafting and lodgement. Full SPLUMA pack drafted, public participation run, application lodged.
- 04Decision. MPT decision typically within 9–18 months depending on municipality.
Frequently asked questions

Usually not - consent use is the faster route. Book a free consult first.
Can a refusal be appealed?+
Yes. SPLUMA appeals are available and Landlodz can lodge the appeal for an additional fee.
