Zoning certificate South Africa: request the municipal record
A zoning certificate is a document issued by the municipality for a specific erf. It states the zoning and usually the primary and consent uses under the municipal land use scheme. Landlodz helps you identify the correct municipal process and arrange a request through a registered town planner with the necessary owner authority.

What a zoning certificate is
A zoning certificate records the municipal zoning of a particular erf. The erf is the legally identified piece of land, rather than simply the street address. Start with that distinction: a document for a neighbouring property or a similarly named street is not confirmation for your property.
The Spatial Planning and Land Use Management Act 16 of 2013, known as SPLUMA, provides the national framework. Municipalities administer zoning through their own land use schemes and by-laws. The responsible municipality is therefore the source of the certificate and of the rules needed to interpret it.
Ordering the record does not change the zoning or grant a new business right. It establishes the starting point for deciding whether the intended use is already permitted or whether a separate application is needed. Read our zoning certificate explanation if you want the background before requesting assistance.
What it shows: zoning, uses, overlays and restrictions
The certificate states the zoning and usually the primary and consent uses. The exact title and content differ between municipalities. Read the actual wording together with the applicable land use scheme, rather than assuming a zoning label means the same thing everywhere.
Ask the planner to check what the record says about permitted uses, any consent requirements, overlays and restrictions relevant to your intended activity. Do not assume every overlay or restriction will appear on the certificate itself. A separate scheme provision or property record may need to be read alongside it.
Keep the question practical: can the erf be used for the activity you have described, and what still needs permission? A certificate that identifies a consent use does not itself demonstrate that consent has been granted. Ask for the distinction to be explained before committing to premises or building work.
When you need one
A zoning enquiry can arise during a sale, a bond application, building plan preparation, a business licence application, rezoning or consent use. The person or authority asking for it should confirm the document they require. Requirements are not identical across every transaction or municipality.
For a sale or bond application, establish whether a formal municipal certificate is requested rather than a map extract. For building plans or a business proposal, explain the proposed use as well as the existing use. That helps the planner ask the right question about the property.
If your aim is a new land use, the document is a starting point, not a guarantee of approval. Keep any later consent or rezoning decision with the certificate so that the record of the property's permissions can be understood as a whole.
Zoning certificate vs title deed, zoning map and SPLUMA certificate
These records answer different questions. A title deed and a municipal zoning certificate are not substitutes for each other. Nor should a screen capture from a zoning viewer be presented as a certificate issued by the municipality.
You may see this called a SPLUMA zoning certificate. The name varies by municipality; what matters is that it confirms the zoning of the erf under the municipal land use scheme.
Tell the planner which record has been requested and by whom. If the request simply says “SPLUMA certificate”, ask the requesting party to clarify the municipality's document name and purpose. That is safer than paying for a document based only on a marketing description.
| Record | Main question | Important distinction |
|---|---|---|
| Zoning certificate | What zoning applies to this erf? | Issued by the municipality; exact contents vary. |
| Title deed | What registered property record must be read? | A separate record, not municipal zoning confirmation. |
| Zoning map | Where is the property and what zoning is shown? | Useful for orientation, not a replacement for the issued certificate. |
| SPLUMA zoning certificate | What document does the requesting party mean? | Terminology must be checked with the municipality. |

What we need from you
Start with the erf number, title deed or property address. Provide enough detail to distinguish the property from another erf in the same area. If the street address is all you have, say so rather than guessing an erf number.
The request may also require identification and an authority letter if someone is acting for the owner. The planner confirms the municipality's current requirements before requesting the record. Landlodz cannot bypass the registered owner's authority where it is required.
Prepare the owner and representative details together. Tell us whether you are the owner or are acting for someone else, and what you intend to do with the property. You can use our guides to understand an erf number and find an erf number before the consultation.
How we get it
The registered planner requests the official document from the municipality with the required owner authority. Landlodz does not issue or generate municipal zoning certificates. A planning review and a municipal document request remain separate from any later application to change land use rights.
Keep the request, the municipal response and the resulting certificate together. If the municipality asks for further details, those details should be supplied before treating the request as complete. We do not promise an issue date before the local process has been checked.
- Tell us the property details and why you need the certificate. The planner checks the erf, municipality and owner authority.
- The planner confirms the local form, supporting documents and current municipal charge, then arranges the authorised request.
- Read the issued certificate with the planner and identify whether your intended use needs a separate municipal application.
Municipality by municipality notes
The process and form differ per municipality. Use the relevant resource page to find the starting point, then confirm the current certificate request procedure with that municipality. A resource link is not a promise that the same form, delivery channel or fee remains in force.
Cape Town, Johannesburg, Tshwane and eThekwini have dedicated document resource hubs on Landlodz. For Nelson Mandela Bay, Buffalo City and Mangaung, start at our shared municipal resources page and ask the planner to confirm the correct local contact. Do not submit to a different metro simply because it has an easier online form.

Cost and timing
Municipal fees and turnaround are set by each municipality. Fees change each financial year, so an old tariff or a quotation for another erf should not be treated as the current charge. Ask for the relevant local amount to be confirmed before the request proceeds.
No fixed Landlodz service fee is quoted on this page. Your consultation establishes the work required and the quote before you commit. Municipal application fees are paid directly to the municipality; they are not an invented all-in amount attached to this page.
Timing also depends on the responsible municipality and whether the request is complete. Tell the planner about any transaction or application deadline, but do not assume it changes the municipal turnaround. Keep a record of the request reference and follow up through the confirmed channel.
If the certificate shows the wrong zoning for your plans
The zoning can be correct as a record and still be unsuitable for the activity you want. Distinguish that situation from an apparent error in the property details or zoning record. Ask the planner to check the erf and scheme before deciding what to do next.
Where the intended activity is not allowed, the next question is whether the local scheme provides a consent route or whether rezoning is needed. Read about rezoning applications and consent use applications, but do not choose an application solely from a general guide.
A certificate is not a refusal of a future application, and a planning application is not a guarantee of municipal approval. The useful outcome is a clear explanation of the current rights, the route that may be available and the information needed for a properly scoped quote.
Frequently asked questions
Who issues a zoning certificate?
The municipality responsible for the erf issues it under its local land use scheme and administrative process. Landlodz helps arrange the authorised request; it does not issue the certificate.
Is a SPLUMA zoning certificate a different document?
You may see this called a SPLUMA zoning certificate. The name varies by municipality; what matters is that it confirms the zoning of the erf under the municipal land use scheme.
Can I apply without an erf number?
Start with the property address or title deed if that is what you have. The planner needs to establish the correct erf before the municipal request proceeds.
Can a representative request it?
The municipality may require identification and an authority letter when someone acts for the owner. The planner confirms the current local requirements.
How much does a zoning certificate cost?
The municipal fee is set locally and changes each financial year. Landlodz confirms the scope and quote during the consultation rather than publishing an unverified amount.
How long does the request take?
Turnaround is set by the municipality and varies with its process and the completeness of the request. No fixed issue date is promised here.
Is an online zoning map enough?
A map can help locate and check a property, but it is not the same as the formal certificate issued by the municipality. Confirm what the requesting party needs.
Does a certificate approve my proposed business?
No. It records the zoning and usually the primary and consent uses. A separate consent use or rezoning application may still be needed for your intended activity.
