How to Check the Zoning of a Property in South Africa

Before you buy a house, build an extension, open a side business or apply for a bond, you need to know how the property is zoned. There are three ways to check zoning in South Africa - one is free but unofficial, one is free but limited, and one is the only legally authoritative answer.

    01

Option 1 - Municipal GIS viewers (free, unofficial)

Each of the four large metros publishes a free public GIS viewer that overlays zoning on a base map. You can search by erf number or address and see the zoning category. The data is generally accurate, but the municipality reserves the right to issue an official certificate that overrides what the viewer shows.

    City of Cape Town

Cape Town Map Viewer at maps.capetown.gov.za. Search by erf or address; zoning is shown on the 'Zoning' tab.

    Johannesburg

JoburgGIS at gis.joburg.gov.za. Includes zoning, services, heritage and overlay layers.

    Tshwane

Tshwane GIS Online at maps.tshwane.gov.za. Zoning is shown under the 'Town-planning' theme.

    eThekwini

eThekwini Municipality eGIS at gis.durban.gov.za with zoning and town-planning scheme layers.

    02

Option 2 - Phone the municipal town planning department

Most councils will give you a verbal indication over the phone if you provide the erf number. This is useful for a quick sanity check but is not binding. Always follow up with an official certificate before relying on the answer.

    03

Option 3 - Order an official zoning certificate

This is the only legally authoritative way to confirm zoning. The certificate is signed by an authorised municipal official and is accepted by conveyancers, banks, building control and the Deeds Office. See our full guide on 'How to Get a Zoning Certificate' for the step-by-step process.

    04

What zoning information you should always check

Confirm the zoning category, primary rights, consent uses, FAR, coverage, height, building lines, density, parking ratios and conditions of title. If any of these constrain what you want to do, you will need a land use application (rezoning, consent use, departure or removal of restrictions).

    05

What to do if the zoning does not allow what you want

There are four possible application routes depending on the gap between current zoning and intended use: rezoning (move to a different zoning category entirely), consent use (use a zoning category's listed consent use), departure (relax a development parameter such as coverage or building line), or removal of restrictions (lift restrictive conditions in the title deed).

A SACPLAN-registered town planner is the right person to advise which route applies. Most planners offer a free initial consult to identify the cheapest, fastest route.

    Municipality-specific notes

    • Cape Town

City of Cape Town uses the Municipal Planning By-Law (MPBL, 2015) and the Development Management Scheme (DMS). Applications run through the eDevelopment Application Management System (eDAMS).

    • Johannesburg

City of Johannesburg operates under the Municipal Planning By-Law (2016) and the Joburg Town Planning Scheme. Applications lodge via the JoziPlan online portal.

    • Tshwane (Pretoria)

City of Tshwane uses the Tshwane Town-planning Scheme (2008) under the Land Use Management By-Law. The Spatial Planning division handles intake.

    • eThekwini (Durban)

eThekwini uses the eThekwini Town Planning Scheme administered under the KwaZulu-Natal Planning and Development Act and SPLUMA.

    Frequently asked questions

Is the Cape Town zoning map official?+

It is published by the municipality and is generally accurate, but only the signed zoning certificate is legally authoritative.

Can I check the zoning of any property in South Africa for free?+

Yes, through the free municipal GIS viewers published by the four metros. For a legally authoritative answer you need an official zoning certificate from the municipality - you request this directly from the municipality. Landlodz does not generate or order zoning certificates; if you start an application, your assigned SACPLAN-registered planner shows you exactly how to request it.

What if the GIS viewer and the zoning certificate disagree?+

The signed zoning certificate prevails. Phone the municipality to query the discrepancy - usually the viewer is outdated.

Do I need to pay to look up zoning?+

No. Looking up zoning is free. Paying applies only if you want an official, signed zoning certificate.

How accurate are commercial property data services?+

Mixed. They draw on municipal data and are usually accurate for metro properties but lag on smaller council changes. For decisions worth more than R50,000, get an official certificate.
