These are the municipality's own lodgement fees - separate from professional fees.

Every figure above is what the council charges to receive and process the application. Preparing it - the zoning research, the motivational report, the site plan, the public participation and the lodgement itself - is professional work carried out by a SACPLAN-registered town planner and charged separately. What the numbers actually show

    eThekwini's zoning certificate costs R65

A department-generated zoning certificate in eThekwini is R65. Cape Town charges R440 for the equivalent document - close to seven times more for the same category of record. For anyone screening multiple properties before buying, the cost of due diligence differs by an order of magnitude depending on which metro the property sits in.

Mbombela charges more for a rezoning than Johannesburg

Mbombela's rezoning fee is R15,644 per erf against Johannesburg's R9,500 per erf - roughly 65% higher, in a municipality a fraction of Johannesburg's size. Municipal application fees are set by local tariff policy and cost-recovery decisions, not by the scale of the city or the complexity of the application, so a smaller municipality is not a cheaper one by default.

eThekwini prices short-term accommodation consent as its own category

eThekwini's tariff table lists short-term accommodation and student accommodation explicitly, at R3,267 - the same rate as a general special consent or change of use. Very few South African municipalities name short-term guest accommodation as a distinct tariff line at all. It signals that the municipality treats short-stay guest accommodation as a land use question requiring consent, not as an informal activity.
