Site Development Plan application in Cape Town.
A Site Development Plan (SDP) is a detailed, dimensioned plan showing exactly how a site will be developed - building footprints, access, parking, refuse, landscaping, levels and services. It is not a land use right in itself; it is the instrument a municipality uses to control how an existing or newly granted right is implemented on the ground.
City of Cape Town - Development Management · Approval of a Site Development Plan in terms of the zoning scheme

What it is
Understanding a site development plan
An SDP is usually required in one of two ways: the land use scheme attaches an SDP requirement to the zone, or the approval of a rezoning, consent use or departure imposes an SDP as a condition. In both cases the SDP must be approved before building plans can be considered, because the building plan is assessed against it.
The SDP is where the abstract parameters of the zoning become a specific layout - how coverage and floor area are distributed across the site, where the building lines fall, how many parking bays there are and where vehicles enter and turn, how refuse is handled, and how the development relates to its boundaries and neighbours.
Municipalities apply SDPs most heavily to medium- and higher-density residential schemes, mixed-use and commercial sites, and properties inside a precinct plan or overlay zone where design and interface conditions matter. A refused or reworked SDP is a common and avoidable delay, usually because the architect's drawing was prepared before the planning parameters were confirmed.
The Spatial Planning and Land Use Management Act 16 of 2013 (SPLUMA) is the national framework: it requires every municipality to adopt its own land use scheme and municipal planning by-law, and it makes the municipality - not the province - the authority of first instance on land development applications. The SDP requirement itself sits in the land use scheme or in a condition of approval, not in national legislation.
SDP vs building plan
An SDP is a planning instrument approved by the planning department against the land use scheme; a building plan is approved by the building control department under the National Building Regulations and Building Standards Act 103 of 1977. The SDP controls what goes where on the site; the building plan controls how the structure is built. The SDP comes first.
Legal basisThe land use scheme or a condition of approval, under the municipal planning by-law adopted in terms of SPLUMA (Act 16 of 2013).

Local detail
What's specific to Cape Town
- Development parameters come from the Development Management Scheme (Schedule 3 to the Municipal Planning By-Law), not a separate scheme document.
- The 2025 amendment renamed the Single Residential 1 zone from SR1 to R1; older title deeds, plans and reports still use the old code, which is a common source of confusion in submissions.
- Cape Town publishes a Land Use Management tariff schedule each 1 July, so the statutory fee for an application lodged in July can differ from one quoted in June.

FAQ
Common questions
Do I need a registered town planner for a site development plan?
Most South African municipalities - including Cape Town - require land use applications to be lodged by a SACPLAN-registered town planner. Landlodz works with registered and verified town planners, and every application is reviewed and submitted by a registered planner before it reaches the municipality.
How much does a site development plan application cost in Cape Town?
A site development plan is quoted on consult - our planner confirms the Landlodz preparation fee before any work starts, and the initial consult is free. On top of that you pay the statutory City of Cape Town - Development Management application fee, which is set by that municipality's gazetted tariff schedule - we don't estimate it, our planner confirms the exact amount before lodgement.
Are the Cape Town site development plan fees fixed?
Western Cape fees are set under LUPA (Act 3 of 2014) and the local Municipal Planning By-Law; Cape Town has its own tariff register updated annually. Landlodz shows the current published tariff for City of Cape Town - Development Management only where we hold a verified figure; otherwise our assigned planner confirms it directly with the municipality before lodgement.
Is VAT charged on the site development plan fee?
Landlodz is not VAT-registered, so no VAT is added to the preparation fee. Statutory municipal fees are charged directly by City of Cape Town - Development Management. Your itemised invoice shows every line before you pay.
What about hidden costs?
Additional costs may include surveyor, conveyancer, traffic impact, or environmental specialist input depending on the proposal. Our planner flags these in the feasibility review before you commit.
How long does a site development plan take in Cape Town?
Typical decision: 90-180 days from acceptance. The clock starts the day our planner accepts your application as complete.
What causes delays in Cape Town site development plan applications?
Western Cape municipalities apply strict statutory clocks under LUPA - incomplete packs are rejected fast rather than carried. The most common avoidable delay is incomplete documentation that triggers a request for resubmission.
Can the Cape Town site development plan timeline be sped up?
City of Cape Town - Development Management runs on statutory clocks - they can't be shortened. What you can control is pack quality: a complete, planner-prepared pack avoids the back-and-forth that usually costs 30-60 days.
When can I lodge building plans?
Building plans require an approved land-use right. Most owners start architectural work in parallel with the site development plan, but only lodge the building plan submission once City of Cape Town - Development Management has issued its decision letter and recorded the new right.
