    The service

    What this application is

Rezoning changes the underlying zoning category of an erf - for example from Single Residential to General Business. It is the most complex SPLUMA application and the only route when the use you want is not allowed under the current zoning or by consent.

Landlodz drafts the motivation, coordinates subconsultants (traffic, services, heritage), runs public participation, lodges with the municipality and represents at the Municipal Planning Tribunal. The Landlodz fee is invoiced on a pro-forma before work begins. Municipal application fees are confirmed in writing before lodgement and invoiced separately, at cost.

    Included

    What the fee covers

    • Planner intake - review of your property, zoning context and proposed development against SPLUMA criteria
    • SPLUMA-aligned motivational report and the full supporting document pack drafted to municipal standard
    • 12-point planner verification before any submission leaves Landlodz
    • Municipal lodgement with the relevant land use management department and ongoing liaison until a decision is issued
    • Direct updates from your planner by email and WhatsApp

    For this application, that includes

    • Pre-application feasibility and review of the zoning certificate you obtain from the municipality
    • Motivational report (SPLUMA s.42 development principles)
    • Public participation and neighbour notification
    • Subconsultant coordination (traffic, services, heritage, environmental)
    • Lodgement with the municipal planning department
    • Municipal Planning Tribunal representation

    Not included

    Billed separately

We tell you about each of these before it is incurred.

    • The municipal application fee - set by the municipality, confirmed in writing before lodgement and invoiced at cost
    • Re-submission after material changes you ask for - 50% of the original service fee
    • Hard-copy courier of the lodgement pack, where a council needs paper copies - at cost
    • Specialist studies where the municipality asks for them, such as a traffic impact assessment, engineering services report, heritage or environmental study
    • Development contributions charged by the municipality on approval, where they apply

    Your quote

    What can change the price

The starting price covers a straightforward application on a single parcel. Your planner quotes more only when the work needs it, and always before you pay.

More than one erf, or a large or irregular property
Specialist studies the municipality asks for, which the planner coordinates
Objections from neighbours that need a formal response or a tribunal hearing
A municipality with extra requirements on top of the standard SPLUMA pack

    Combine and save

    Lodged together with other applications

When one property needs more than one application, these combinations are charged as one combined fee.

    Billing

    How you pay

Landlodz emails you a pro-forma invoice with the quoted fee. You pay by EFT into the Landlodz company account shown on the invoice, using your invoice number as the reference, and work starts once the payment reflects. Landlodz is not VAT-registered, so no VAT is added.

    Questions

    Common questions

Is rezoning always needed for a granny flat or spaza shop?

Usually not - consent use is the faster route. Book a free consult first.

    Can a refusal be appealed?

Yes. SPLUMA appeals are available and Landlodz can lodge the appeal for an additional fee.
